Hey,Diploma holder has a very good value in the area of Construction. To be frank they are valued better than engineer. I would say work for 2 years and try if you can complete engineering as a correspondent course I.e if you want to be on the execution side. If no complete engineering right after diploma join courses like Advance construction management, Quantity surveying or any other management courses.Further you can also go for NDA or Autocad or even Bsc.

For private jobs ,civil is ahead of chemical but only in India .You must me surprised to know that chemical as well as petroleum is the highest paid job in the world even more than cse.
There is very less competition in chemical as far as job is concerned and being a chemical engineer i assure you that the demand of chemical engineer is going to increase in near future due to issues like pollution,global warming and climate change.

The best engineering colleges for Civil engineering is obviously the IITs. If you have secured good AIR in Advance then I am sure you would secure a seat in Civil Engineering courses. Placements provided to civil engineering students from IITs have a very handsome salary and some are even provided by the best companies out there like Larsen and Toubro, JSW, etc. Also you may complete PhD and apply for Assistant professor in any college in India.

As both the branches are good, also it depends on student's interest and potential as well.And if you ask for comparison then the major difference is Programmers generally work indoor whereas civil engineers work outdoor.CSE is saturated with so many students who pass out every year and the tech companies don't differentiate between electronics, IT, Computer and electrical. So there is a tough competition with other branches as well in CSE whereas CIVIL has tremendous scope in so many fields like construction, transport, geotechnical, fluid mechanics, repair and mantainance, seismic retrofitting of structures, testing of materials. Note : There is always a pros and cons of everything so as in these branches. So it would be better if you take consideration of your interest and potential before you make any decision.
No one know anything before learning I mean you have to work hard for getting something even if you don't have any knowledge then start from the basic be it anything.
