When you say certificate in Building design, you can do some software oriented short courses through some training institutes, e.g, Staad Pro, Ansys. But, you work as a Structural Design Engineer, the companies would expect that you have at least post graduate level qualification in structural Engineering. It could be either a Masters level qualification or post graduate diploma in Structural Engg. The reason being that only learning softwares will not serve the purpose.
More in-depth design codes and advances subjects are taught at post graduate level which you will need while designing structures of any type.
Now, you need to have a strong fundamental knowledge about all design codes (depending on your location as different countries have different design standards). Apart from that, you also need to know construction processes being adopted in your geographical location. Other skills which are paramount are: - communication, reading drawings, technical abbreviations, etc.
So, you would need to choose a good institution to provide you this solid education background. I can suggest few universities in India where you can study Masters in Structural Engg.
The salary package depends on the institute from where you are doing & organization. But the minimum package you can expect as a fresher 3.5 to 4 Lakh Per annum.

To get admission through Jee main, your age should not exceed 25years so you can try for other private institutes and colleges. Also, due to this gap you might be facing problem in campus placement as 8 years is a huge gap so they will be considering it in a negative way so it would be better to complete your studies and get good academics then try for campus placement if you meet the eligibility criteria if not then better to try for recruitment other than campus placement.
