IIT Students Starting package is Rs.6 Lakh to 7 Lakh.

Yes you can go abroad with Btech studies in civil engginering. Incase you plan to study masters or even if you want to work in abroad go ahead with it.
Make sure you score good in your Btech and if you are going for study purpose then you score good in GRE and IELTS.
