IIT Kanpur is ranked 4
IIT Roorkee is ranked 6

I would personally recommend you to go for the institutions in the following order ( as per branch because these all institutions are equally good )-
1. Jaipur with ECE
2. Allahabad with civil
2. Warangal with civil
3. Karnataka with civil
