It is very difficult to predict counselling results especially with these NITs which are not that much old. But going by the previous year trends, the civil branch in NIT Patna closed in around 15k for other state students, assuming you are eligible for home state quota the closing

They have their own standard recruitment process through which every job aspirant has to go through.
