Since you are about to appear in the Re-Test, most often for genuine colleges they don't ask the students to repeat the entire year, and on the basis of the Score of the retest they promote the students to the upcoming class. But yes following the rule of your institution the decision will be made by the authority.

See there is only single phase of NEET UG examination but the registration process is conducted in 2 phases so you were not registered completely in NEET UG 2021 therefore you should fill your number of attempts for NEET UG as zero and the pop-up which is displaying their is because of passing year of class 12th/qualifying examination which you must be filling as 2022 which should be 2021 or earlier because if you will be passing your qualiying examination in 2022 then how could you appear for NEET UG 2021, so correct it and then you are good to go..

So with regard to your query, YES it is absolutely OK, even if you submit the marksheet of 10th class. In case if you do not have certificate. The object behind asking for 10th certificate is to verify your date of birth and name. It will however, be present in your marksheet also. So no need to worry about it. However, you can change it during the correction window if you feel uncomfortable with the marksheet that you had submitted.
