Well Gujarat do have this option where if you have given class twelth and eleventh exam from their state then you can get the benefits of state quota counseling. This is why if you are a Gujarat state high school student then you can apply for 85% state quota

Migration certificate : It is an implimpor document. You cannot take admission in any college without a migration certificate. School itself provides migration certificate after results. If they haven't ask them to give you one. All these documents are a must to take admission in any institution. This

Nowdays domicile  certificate is a must for every college to provide some state quota to the home state students .For admission in pantnagar under state quota you must have domicile certificate of uttrakhand , marksheet of 12th and 10th won't work if you want admission under state quota.

Definitely you can. There is no issue with it. In the long run it will not matter too that you tool one year drop after 10th.
