I will suggest  you to took any medium whether Hindi Medium or English Medium

in which you are more comfortable.

Hindi Medium or English Medium  will not effect you preparation of IAS ,you

can take anyone of them,exam will be conducted in both mediums.

Computer Science Engineering is a core branch of Engineering which in today's date having the highest cutt off. If you are having a score of 60/200 in MHCET, it is very difficult to get colleges which accept such score as the cut off of their B.Tech. C.S. course.

For being elligible to participate in the State Counselling, the Domicile Certificate is a must because it's a proof that you have been staying in the state for long enough to entitled to procure a seat in the college.

Dear Candidate, 

The eligibility for further procedures of CET requires you to have an aggregate of 50℅ in PCM or PCB in HSC (if you belong to unreserved category).  For reserved category,  45% is the minimum eligibility in HSC. 

You have not mentioned whether your hsc percentage is of PCM

No dear you are eligible for MP quota only not for UP because you get the benefit of quota from which place domicile you have, you have MP domicile so you only avail the benefit of MP 85% sheets. I hope I provide adequate information to you, for any doubt
