Yes, you are eligible for JEE advanced in 2020. Since you have appeared for 12th in 2019, then you can appear for JEE advanced in 2020 because you would be considered as a fresh candidate.

Regarding JEE Advanced eligibility

A candidate gets a maximum of two attempts in consecutive years to appear for JEE Advanced.But as you have appeared the advance in 2016 you are entitled to appear it this year.There is no age limit present know ,so you need not worry baout that also.

Joining a polytechnic institute after 10th class is a good option. Yes after clearing your compartment exam you are definately eligible to take admission in a reputed polytechnic institute.

Is it mandatory to do 10th and 12th in the same state for neet exam?

It is not Mandatory to complete 10th & 12th in same state.

However at the time of admission through 85% state quota seats, every state has their own set of rules.

For ex. In Karnataka it is compulsory for the student to complete minimum 7 years of education in karnataka

According to mhtcet rule for doing engineering in Maharashtra you have maths and physics compulsory subject  with optional subject like chemistry or Technical vocational subject with minimum 50% aggregate . According to have score 180 marks in electrical maintenance. So you eilgibility for engineering . because compulsory subject

Now because you have completed your 10th class , you can join any good coaching institute for  two years. 

Honestly , to be an AIIMS topper , what matter most is your hardwork . so start doing hard work from now .
