the marks can easily be converted in grades by simply devide the marks by 9.5

for example if you got 85 marks than, your GPA 85/9.5=8.97.

Yes, first of all, you will need to give JEE Mains exam and for that you will need to have atleast 75% in the 12th board examination then after giving exam if you clear the cut-off of JEE mains exam then only you will be eligible to give JEE Advanced

There is no restriction from the side of UPSC, or hard and fast rules. There is a common conception that the humanities are more preferable, but IIT engineers topping the exam in recent years, and even doctors cracking it, prove that all streams prepare you equally well.
