you don't need to worry about that the counselling will commence only if you qualify the 20 percentile cut-off . it varies in accordance with marks of yyour respective board topper so no one could give you the exact figure.

If you have your birth certificate with you, it means you are eligible for counselling through maharashtra state quota.

It will not be possible for you to be eligible for rajasthan as you have not done your high school from rajasthan.

            There are very less chances of getting seat in any engineering branch with 51 score in MHCET in any government or aided college. You should apply for counselling too. 

Also go for some good private colleges.
