You can definitely give the jee mains as per your wish. There is no problem as such if you complete your 11th aftr one year. Go for jee when you pass 10+2 and score well.

Similarly, class XI students will have a new paper pattern for chemistry, physics, biology and maths. The pattern has been changed so that students fare better in entrance exams like NEET

12th board marks don't matter in admissions. Considering you have got 60 marks in MHTCET; it is pretty unlikely that you will get admission in VIT, Pune. It is very difficult to get admission with these marks. You can check the following link to get rough idea about cutoffs.
