Assuming asking for Delhi University, DU 11th cutoff is not announced yet & the chance are less to release. As per the official for the last round cutoff the student can apply if they didn't get the seat alloted previously.

You need to contact to the school to which you wish to take the admission to class 12th after completing class 11th as the admission formalities varies to the state board.
There should not be any problem but I would suggest you to contact the school as the admission formalities can varies to state wise.
NIOS students are eligible to take NEET Entrance exam as the clause which barred such students was removed by the High Court of Delhi. You should be passed class 11th & 12th with PCB or Biology as a additional subject is also eligible to apply. You can check the further
