According to the criteria for JEE Mains and Advanced the thing is that you can take JEE Mains for three consecutive years and JEE Advanced for 2 consecutive years. So even if you have taken your first attempt this year you still have chances left. So don't worry.

As per the clause mentioned by National Eligibilty Test, ou have to obtain an overall percentage of 75% in Class 12th with a minimum percentage of 70% in Science subjects which include maths physics and chemistry combined.

Yes he should be eligible for admission since they require 60% without Political science or 45% with political science as a subject so if he had political science as a subject then he only needs 45% including policical science.
