You can submit any of the states, it doesn’t really make a difference as long as you have a valid ID proof of that state. This field is required to specify whether you belong to Jammu and Kashmir or not as candidates belonging to J&K are not eligible

To apply for VITEEE exam minimum 60% of marks are required for general category candidates in physics, chemistry, maths/biology and 50% of marks are required for sc, st category candidates.

If you fulfil this criteria then you are eligible.
