You can submit any of the states, it doesn’t really make a difference as long as you have a valid ID proof of that state. This field is required to specify whether you belong to Jammu and Kashmir or not as candidates belonging to J&K are not eligible for 15% All India Quota counselling. In your case, whichever state you will submit you will be eligible for the centralized counselling.
For counselling of 85% state quota seats, you will be required to fulfil the eligibility criteria of that state. To fulfil domicile eligibility for 85% State Quota seats of Uttar Pradesh, you need to fall under one of these categories if you have not completed Class 10 and 12 from the state-
1. Indian citizen whose father’s resident/origin is Uttar Pradesh and himself/herself is a resident of the state.
2. Indian citizen or his/her parent/s is a resident of Uttar Pradesh for not less than three years.
3. Indian citizen who is a child/ward of an Indian Government employee.
4. Indian citizen who is residing in a foreign country but his/her forefathers were residents of Uttar Pradesh.
To be considered eligible for 85% State Quota seats of Gujarat, the candidate must be a domicile of Gujarat and should complete Class 12 from the state.

The states that are participating in NEET 2019 will fill their 85% MBBS/BDS seats through state counseling. The remaining 15% seats are filled through All India counseling. For you to be eligible for the 85% of the state counseling,
1. You must have completed 10th and 12th or should have completed your 10th and should be appearing your 12th from that state.
2. You should possess a valid domicile from that state.
3. You should possess a valid residential proof of the state.
If you have residential proof from Gujarat, as you also completed your +2 from Gujarat, your state of eligibility will be Gujarat.
