Today, the environment is a major issue for every enterprise and government. Therefore, the potential for the future is enormous. After earning your M.Sc., there are several distinguished government posts available, including those with the state pollution control board, the meteorological department, and occasionally the Indian armed forces. However, I highly advise pursuing a JRF and PhD. After completing your PhD, you have a lot of opportunities, including those to become an assistant professor in any university and to work for private companies as an environment manager (check Indeed jobs). You can also start your own consultancy or NGO because the current situation has completely changed and every project now requires environmental clearance. Additionally, implementing environmental regulations is a difficult task for any organisation, so they hire qualified specialists for that. Overall, your future is bright, but you must first complete your PhD. There are few opportunities and opportunities at the msc level.
Environmental management consists of thorough, systematic, planned, and documented data on all aspects of environmental pollution. Additionally, it has several engineering-related components.
If you are interested in both management and the environment, I would advise choosing either the master's programme in environmental sciences or management of the environment. Depending on your interests, you might choose a standard MBA if you wish to radically modify your route.

I hope that you are doing absolutely great.
If you don not like doing Computer Science and engineering and coding and all that, and wish to switch to another branch or civil Engineering branch, then you have two options - either you can complete computer science engineering course with graduation degree and after that you can do Mtech in civil engineering branch . OR You can do diploma course in Civil Engineering.
But Computer Science Engineering is a very reputed and core level branch which has very great career opportunities and job options than Civil Engineering branch has in present situation. If you feel CSE as a very difficult branch, then atleast try for one more time, practice coding, practice computer science as it will bear very sweet fruit for you in future.
So, the choice is yours. You have numerous options. Choose wisely.

So firstly as a fellow learner of programming language I must tell you coding needs a proper timings and practice to master them. You need yo practice everyday different things in order to become a good programmer.Generally, it takes about 3 to 6 months to learn the basics of coding. You can learn coding faster or slower depending on your pace.
For example, programming 1 hour per day every day consistently is much better than thinking you will get in 8 hours every week or so. You can scale those numbers as appropriate. For example if you work or study during the day, you could try programming for 1 hour in the morning and 1 hour in the evening.
Now your gate preparation can go hand in hand if you are good student who like persistent and consistency.
Gate exam consists of questions from engineering level so you need to focus on college lectures so that you don't have study extra.
Do it daily don't take holidays in between.
So give more hours to gate exam preparation and less to coding balance them .
And remember to stay healthy.

One thing to remember while pursuing your career in engineering is that you can learn coding and become a software engineer or a developer irrespective of your branch of study. But, computer science and electronics students stand a little higher chance in getting good jobs in the software field. If you are so adamant about getting CSE, then you should look for another college where you can get CSE.
But since you said that you can't drop, you can continue with the materials and metallurgical course and study coding in parallel. Always during first year the subjects are same for all the branches and before getting to second year, you can try for any spot allotment or lateral entry to get ECE or CSE.
The best thing that I would suggest you is to learn coding through the numerous online tutorials and online courses available and earn certificates. Participate in hackathons and do internships. All these record will surely get you a job in the software field irrespective of your branch of study.
