You have not mentioned your stream. But 82% is a good score and if you'll get 82% then you will be eligible for almost all competitive exams like is you are from science then you'll be eligible for jee exams(if PCM), neet etc(if biology) and other exams like
Infrastructure wise NIT SURAT is better than many other colleges. So you should choose to enjoy and live the 4 years of Bachelors life. It has great infrastructrure along with great placements and active participation in sports, cultural fests and activities.

See each of these colleges have their own pros and cons, advantages and disadvantages and own uniqueness. If I were at your place, I would've chosen NIT SURAT because it has great placement opportunities afterwards. And as far other activities are concerned, NIT SURAT has great name in sports too

see since your interest has in astronomy, you should take bachelors in astro physics or physics course in ug level, to become an astronomer phd degree is must, since astro physics is a part of physics, you may do bachelors in physics then you go for masters or phd
