Yes. There is a month gap of approx 3 months and eligibility criteria is almost the same so you can apply for both.

Difficulty will be preparation as you will be required to balance and cover syllabus for both.

If you can then definitely go ahead and appear for both.

CDS Application form is already out you can apply for it. Last date for application form is 08/09/2017. You can apply for the application form by www.upsconline.nic.in.
