The eligibility criteria of age for CDS exam is:
Unmarried males born between January 1994 and January 1998 (aged 20 to 24 years as of January 2023) are eligible to apply for the CDS 2023 Examination for admission to the Indian Air Force Academy.
As of January 2023, the Indian Military has an age limit of 19 to 24 years.
Unmarried or widowed male/female candidates for the Officers, Training Academy must be no older than 25 years old and no younger than 19 years old as of January 2023.
The candidate must have been born between July 1997 and July 2002 to be eligible for the CDS II examination.
A degree (10+2) from any recognised university is required for candidates interested in joining the Indian Military or the Air Force.
An engineering degree from a recognised university is required for entry into the Indian Navy.
Relaxation norms for age are referred to in the CDS I and CDS II notifications.

For AIRFORCE through CDS 2, the age limit is that you must have a age within the range 20 to 24 years. If you are born on 1999, then your age will be 23 years. So you are eligible for the CDS Examination.
The eligibility criteria for the CDS (Airforce) is provided below:
Bachelor's Degree from a recognised University (with Physics and Mathematics at 10+2 level) or Bachelor degree in engineering.

Dear aspirant hope you are a doing well..
As my opinion it's not a good idea to prepare for both at the same time, I suggest that once you clear your D. U entrance examination and take admission in law college of delhi university, then you have sufficient time to prepare for the CDS exam, As I know many of the engineering student / b. Tech students prepare for the UPSC simultaneously the Accademy session. So you may also prepare for the CDS examination simultaneously with your Academic session.
