As per the latest eligibility criteria of CDS 2020, the candidates between 20 to 24 years are eligible to give this exam.
You are 23 now and you are going to be of 24 years on 21 august this year so you are eligible for the respective exam

check for syllabus. if any segment matches between both the exam then you can practice those questions too. the important factor is having clear concept and understanding the ways to solve a question in limited time.if you practice more and more than you will have clear basic concepts
Combined Defence Services examination is held twice a year and they have no relationship between them. CDS 1 paper does not correlate to CDS 2 paper. So if you have not applied for CDS 1 Then it does not pop a problem for you for applying for CDS 2 paper.

CDS (combine defense services ) examination held in month of Feb and October, age limit is from 19–24 yrs for IMA and 20–25 yrs for OTA, minimum eligibility is graduated from a recognized university.

No You won't be able to join even OTA, the official notification for CDS2020 2 us yet to be declared but as per the notification in CDS 2 2019 the candidate should not born before 2 July 1995 SO on a similar patter this year it would be 2nd July

According to the age eligibility criteria you are only eligible for Indian Military Academy and Officers Training Academy through CDS.
For IMA a candidate's age must in between 19 to 24 years, born earlier than January 2, 1997 and not later than January 21, 2002.
For OTA acandidate's age
