Yes a degree from a foreign college is obviously recognized if the college that you are graduating from is certified from the Government of that country. After that you can use that degree anywhere in the world.

CDS is conducted in two stages for the post of office cadre in Indian Army or Indian Navy or Indian Air Force or Officer’s Training Academy (OTA).

Hence  one can give that exam if he is below 25 year of age.

The eligibility to get yourself admitted in airforce flying branch through cds is that you should get atleast 60% each in maths and physics in 12th. Also graduation of three years is required with minimum 60%.

Since you have got 46 in maths, the chances are less for you.

You are a first year student presently so instead of worrying about backlogs you should prepare hard to avoid any.

In worst case of you do get backlogs make sure to clear it within the course duration. That way at the end of course you will be eligible for the exam. As the exam requires no outstanding backlog. Once you have completed your degree by passing all the papers you can take the exam. All the best

With any graduation degree you are eligible for cds and upsc exam but there some posts and departments that need only specialized stream graduate like in cds Navy only B.Tech graduates are eligible etc.

The minimum age required for appearing in CDS examination is 19 years while the maximum is 25 years for female candidates. As you are well within the limits, you are eligible to appear for the examination being conducted in 2019. The age is same for both technical and non-technical course.
