As per the eligibility criteria, candidates who are 20 to 24 years of age can apply for CDS exam. So, you can not apply for CDS 2( 2019) exam.

Yes, you can apply for CDS exam. To be eligibile to appear for CDS exam candidates must have graduation degree from recognised University. However, the eligibility criteria vary posts wise. Limit of Myopia- 1.5

Limit of Hypermetropia- +1.5

For CDS exam(Air Force)- Without glasses candidates are eligible only.
