As per Supreme court there is no age bar in applying to law courses in india. so as per your age which is 21 approximately you are definitely eligible to apply for law courses. but you need to take care of other criterias.

Yes, you are eligible for CDS exam, but only for OTA Women only. For Officers Training Academy (OTA Women - non-technical course), unmarried, widow divorcee women can apply who are between 19 to 25 years of age. You should have been born not earlier than 2nd July, 1995
