I have secured 96.07 percentile and 95.14 in JEE mains 2020. I am from defence cat, with 60 rank in state. can I get admission in COE PUNE or VJTI with CSE electronic and communication engineering.

As you said you have got 96.07 percentile in jee mains 2020 and considering you are from defence category with 60 rank in state, i would say it's a bit difficult to get cse in coep and vjti as the seats are very less in this category and

Eligibility criteria for CAT is  passed graduation in any discipline from a recognized university with 50% aggregate, there's relaxation of 5% in case of reserved categories, final year students are eligible to apply.

does imi delhi goes for sectional cut off in cat or just go for overall percentile?

For shortlisting students for admission ,IMI Delhi comsiders your both  the cumulative or  overall percentile score and the sectional percentile scores .

Based on past years, to get a call from IMI Delhi your cat overall percentile must be at least 90 percentile .

marks : 241 category : ST and have cap reservation from Andhra Pradesh. Any chances for govt seat or private a cat seat ? there are no one who have cap reservation in st category so can I get seat?
