The answer to your question is that it is the minimum eligibilty criteria and not the only eligibility criteria. There are several factors that each IIM considers before selecting/rejecting a candidature.Hope this helps.

Unfortunately you are not eligible for CAT as your marks in graduation is very low and there is no way now that you can improve the same.

There cannot be any confirmation as such! There have been cases where even a 100 percentiler has not got call from all IIMs. As a lower limit, above 85% in 12 and above 99+ should do. I have assumed here that you are from general category and  have no work

Unfortunately with your academic profile and marks in graduation, you will not get the colleges you desired based on your parameter of best placement. It is better you start preparing for CAT 2018, and also do appear for other management exams like XAT, NMAT, IIFT, TISSNET, MICAT, MH-CET, SNAP, MAT

Assuming you are from General category, you must aim for above 90 percentile to get into the top colleges of the country. So start preparing and give it your best shot.

From my experience i can say that getting 99 percentile in CAT is not an easy job. Since each year CAT exams comes with new challenges. As well as attempting everything isnt its style since it has negative marks. Maybe after 2 or 3 years experience of writting

There are a total of 20 IIMs and the cutoff for each is different and also varies every year. You sholud not worry for the cut-off at this stage. Give it your best shot.
