The eligibility criteria for RPF SI as well as UPSC is based on graduation in any discipline from a recognized university, in case of RPF SI the exam is conducted in three stages such as Computer Based Test, Physical Efficiency Test and Physical Measurement Test, followed by Document Verification, however in case of UPSC the three stages are Preliminary which has two papers, each of 200 marks, it's conducted in MCQs format, the second stage is Mains which is subjective paper you have to write answers, there are total of nine papers, and last stage is Personality Test. The syllabus of UPSC is humongous, it's one of the toughest exam, however RPF SI consists of only CBT Test which consists of sections like General Awareness, General intelligence and Reasoning, Arithmetic, as this is CBT based hence practice and accuracy matters lot here, preparing for UPSC is lot more different as I said the syllabus is quite extensive.
The merit list does have Candidates belonging to both AU and SVU. To give you a glimpse,
OU includes districts like Mahbubnagar, Rangareddy, Hyderabad, Medak, Nalgonda, Warangal, Khammam, Karimnagar, Nizamabad, Adilabad.
AU area includes districts Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam.
S.V.U. area includes the districts Nellore, Anantapur, Chittoor, Kadapa, Kurnool.
And to be locale to an area you should have stayed in that area for atleast a period of 7 years. But if a Candidate has spent 7 years in 2 areas, the area in which he has spent atleast 4 years will be considered his local area. Going by this, AU and SVU area Candidates cannot be considered for Telangana State Counselling Now if a resident of AP who has the domicile of AP has studied more than 4 years in OU area, even he/she is eligible for appearing for Telangana State Counselling.

I hope you are doing well. It is not possible to predict the level and intensity of the competition . Because many competition has been conducted that are also fiercely hit by discrepancy like CLAT but the competition didn't go down .
So , before results you can't expect that much percentile from such a low score.

Since you have not mentioned your category so considering it as general.
On such rank and category you have very low chances of getting any linguistic minority college under state quota of Karnataka according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the closing rank for linguistic minority colleges was around 1,00,000-1,15,000 under state quota for General category.

In 2019, under State Quota, an All India Rank of 62237 secured a seat in AU- BC-B- Female Category. That was the cut off. But your All India Rank is 106929. There are approximately 402 seats allotted for OBC Category and so with this score, a Government Quota seat in Private Medical Colleges is quite difficult. You might get a seat in Management Quota seats of Colleges like:
GSL Medical College
Great Eastern Medical College
ASRAM College, Eluru

Yes there is a good probability that this year cutoff increases high in comparison to previous years although every year cutoff marks increases. As cutoff depends upon many factors like how difficult was the paper,how many students appeared for the exam, the highest marks obtained by the student in the exam etc. So yes the chances are high this year you might see a little higher cutoff in comparison to the previous years
