After seat allotment by josaa ,generally there is no vacant seats in CSE in any of NITs or IIITs, even if there is vaccines in it for your category than you have very low chances for getting it as your rank is not enough to fetch any CSE

For PRMO the students registrations are started from 1st June 2019 and will end on 15th July 2019.

While, the exam will be conducted on  11th August 2019.

So, right now the registrations are going on and you still has chances to register yourself for the exam easily.

It depends on the college in which you are applying as the selection criteria are different for different colleges. While some of the colleges take the entrance exam, there are few colleges in which admission is done on merit basis.
