I got 8700 sc rank and 179778 genral rank in jee mains.Can i get any Iiit or NIT with CSE branch in CSAB counseling????

I regret to inform you that with such a low score its difficult for you to get admission into any prestigious college of engineering like nits or iiits with computer science branch.
As computer science branch is one of the core branches so it has high closing cutoff for the candidates to get admission.
Either nits are one of the most sought after college in feild of engineering . So to get admission into you need to score more good marks.
Either you take part in any other councelling process or take admission into any reputed private institutes with your desired branch.

After seat allotment by josaa ,generally there is no vacant seats in CSE in any of NITs or IIITs, even if there is vaccines in it for your category than you have very low chances for getting it as your rank is not enough to fetch any CSE seat in them.

With this huge rank in JEE main you cannot get a seat in any government colleges for engineering like NITs IIITs and GFTIs. Even your SC rank is quite high.so through CSAB spot round also you cannot get a seat. So please go for some good private engineering colleges in India like Sharda SRM Amity etc.
