Thapar University consider only those candidates who meets the eligibility criteria of JEE MAINS, i.e. should have cleared the minimum cut off. This year cutoff for various category in terms of percentile is :-
1) GENERAL(COMMON RANK LIST)- 89.75
2)GENERAL EWS(ECONOMICALLY WEAKER SECTION,family Income less than 8 lakhs

the closing rank for CS is below 9k.. in vellore. as per your mentioned rank you cannot get the seat in cs.
