Both are good streams. ECE is about electronics and how the different electrical components (Microprocessor, RAM etc) communicate with each other. It has more Physics in it. There is a little programming involved but not much wheras CSE deals with telling these components what to do and when to do

If by mobile development you mean mobile app development then you should do your masters in Computer science field since in EEE everything would be based on electronics whereas in computer science field you can easily learn to develop an app.
