Yes you can apply for second year in other college if you want to change. When you are applying to the college and university make note that the following college has the following course for which you want to take admission. Apply based on that criteria.

For now, we cannot predict this year's cut-off. The actual cut-off will be released after April session of JEE. But, for 2018, the closing rank for admissions in CS branch was 12,840. And for 2017, it was 12,988.
