Considering recent placements data, IITR cse is better .IIT Guwahati is the most beautiful among all IITs but hostels of IIT Roorkee are the best among all. Here , you have single room from second year onwards . Campus life is merely same for both and same

If by CS, you mean Company Secretary , then yes it would be difficult for you to complete different levels, as CS has a subject named Fundamental of Accounting and Auditing which requires pretty requisite knowledge of accounts. 

However, you could still manage after 12th with help

Hi Candidate! Your rank is very good. The best government college in AKTU is IET . But it is difficult to get a seat in this college with cs branch. But you may have seat there if you choose any other branch. And if you want only cs branch then

RS agarwal is one of the best book for general aptitude. There is also book  by him for logical reasonsing. You can refer it for gate preparation. It can be referred for all competitive exam.
