The seat allotment in JoSAA counselling 2019 were as follows for each category in 2019 for Sardar, Vallabhbhai National Institute of Technology, Surat. The cut off ranks are opening and closing rank respectively.

Different colleges have different Cutoffs and for cs also different colleges have different opening and closing ranks. As you have not mentioned any college so for nits if you want cs not in top nits then 175+ is a decent score for that.

Yes you are eligible for NEET. Now there is no upper age limit for NEET. If you have completed your 10+2 with Physics, Chemistry and Biology with a minimum aggregate of 50%, you are eligible for NEET. It is 50% for General Category, 45% for PWD and 40% for OBC,SC,ST.
