in the counseling of CSAB round the rank is mentioned is CRL rank for all the category. the cutoffs are decided from the CRL rank of that student not on the basis of their category rank.

Yes as Chandigarh is one of the Northern east states, you are eligible to apply for csab 2020 counselling.
Other eligibility criterias are
Candidates should have scored at least 45% marks; while SC/ST/ OBC -NCL/PwD category candidates should have at least 40% marks in their Class 12 exam
