According to your percentile it is very hard to get seat in csab specials round even in your home state aslo .because there are less seats are reserved for sc catogery and your percentile is not about to qulaify jee mains so it is very hard to get

In CSAB counselling both ranks are considered and the seat is allotted on the basis of your category rank because that is low as compare to CRL Rank but note that it is only when the seat for your respective category remains vacant.

Cse at IIIT Sri city closed at around 33k general rank and ECE closed at around 44k general rank in CSAB special round for EWS category last year.You can expect the same this year too.Seats in special round are alloted subject to they are not filled.
