With 61 percentile, you can not really get the NITs, IIITs or the GFTIs, although you are eligible to appear in the JOSAA and state level counselling, there is no cut off for that. To see your options in the counselling, you can use the JEE main college

You have not mentioned your state which is very important in admissions at 6595 you may get admissions into NITs lower branches but all depends on your state. But you can sit for spot rounds you have chances of getting NITs there.

If you apply for CSAB special round, and get your preferred seat, you can freeze it. However, the seat that you got after the JOSAA 7th round will be overwriiten with the CSAB seat.
The CSAB special round anyways starts after the 7th round, so you will get plenty
