Hope you are doing well. You only have to pay 35000 INR only if you get a seat in JOSAA. But I think you have withdrawn from the counseling. Now if you have paid it, and did not get a seat, refund will be initiated in some time. Your bank information must have been taken at the time of registration therefore you need not worry, if you want some answer then you can mail them at csab2021help[at]mnit[dot]ac[dot]in.

First of all congratulations on getting iifpt in csab counselling.
However, if you want to reject the seat in this college, then you can easily reject your seat and also you are still eligible to give JEE mains and Adv Examination, from next year as well.
For more information, here is the eligibility criteria for JEE mains 2022 candidates :
Qualifying exam -
Students should have passed the 12th class or qualifying the exam in 2020 or 2021.
Candidates appearing in 12th class or equivalent qualifying exams in 2022 can also apply.
Age Limit - No age limit to appear for JEE Main 2022 exam. Any student who has passed the 12th class or its equivalent exam in the year 2020, 2021, or appearing in 2022 can apply for the entrance exam
Total number of attempts -
Students can appear in the JEE Main exam for three consecutive years. The entrance test will be conducted four times a year.

After withdrawal of your seat in case you do so the csab will refund your fee which you have submitted for your counselling but the refund is started after the completion of the counselling process and the refund amount is processed in the bank details which you have provided to the csab.

I think you are talking about undertaking form for Caste validity certificate.
Given Below is the format for the undertaking

Tech (Branch) __________________________(Name of the Institute) ______________________________through JoSAA/CSAB 2021. I have not submitted my Caste Validity Certificate as I am not in receipt of the same till date. I have applied for the Caste Validity Certificate to Social welfare Department/ Tribal Welfare Department on _______________________ (Date). I herewith give the undertaking that I will submit the Caste Validity Certificate issued by competent authority at the time of physical reporting. I hereby declare that my application for the Caste Validity Certificate is under process and has not yet been rejected. In case I fail to submit the Caste Validity Certificate by the date as mentioned above or found ineligible or information provided herein or in Application Form found incorrect at any stage then the Institute reserves the right to cancel my admission automatically. In such event, I shall be fully responsible for all consequences arising out of such cancellation of admission. (Name of the Institute) ______________________________shall not be held responsible in any case. I also understand that, fee refund rules of (Name of the Institute) ______________________________will be applicable in case of cancellation of my admission.

Yes you will absolutely get your refund if you didn't take the seat in second round allotment but the thing is that an amount of 5k will be deducted from the fees that you have given.
If in both the rounds you haven't got your seat then also you will get your refund after deduction of 1.5k from the fees that you have given.
As you mentioned you didn't get a college in csab round 2021 your fee will be refunded after deducting a fee of 1500. It will be done automatically . You need not worry about that.
If you had got a seat and not reported then also it would have been refunded after deducting an amount of 5000.

No you would not be eligible to get any refunds now. According to the guidelines release by CSAB, if a candidate is allotted any seat in initial round and he or she decides to to participate in the second round in hope of any upgrade while accepting the initially allotted seat then he or she cannot withdraw from the counselling process. However in the first round t he candidates have the option to either freeze, float, or cancel their allotted seat.

Yes, depending upon your 12th appearing year you can ve eligible for both jee main and advanced next year and eligible for counselling and admission as well , it doesn't matter all even if you don't accept the seat which you have been allotted in the counselling this year.
I am assuming your 12th appearing year as 2021 , if not then do let me know in the comment.
One can give JEE Mains entrance examination for a maximum of 3 consecutive years starting from the year of appearing 12th board examination.
Now,
your year of appearing for 12th board examination is 2021
So , with 2021 as 12th board exam appearing year you
Were eligible for jee main 2021
eligible for jee main 2022 and
eligible for jee main 2023
