Since you have not mentioned your category so considering it as general.
As per the last year data of CSAB allotment the closing ranks for GFTIs were around 100000 for Open category and with the rank that you have mentioned, you have almost no chances to get any of the institutions through CSAB counselling.

Note that the above prediction is made on the basis of latest cut-offs available on official website of JOSAA or CSAB and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.

The CSAB special round is quite similar to JOSSA Counseling. The only difference is that CSAB is responsible for filling open seats. You have less reporting time in CSAB. In both JOSSA and CSAB, the counselling process is the same.
Your category ranking will be taken into account. If there are seats available in your category. After JOSSA, if only open category seats are unfilled, your CRL will be considered. CSAB can be really beneficial if your rank is between 20,000 to 80, 000 .

In CSAB round of counselling every students who have cleared the JEE mains can participate and can get the college according to their rank.
There is not a thing that only this particular state can participate, CSAB and JOSSA both are at the all India level type of counselling and any JEE cleared student from any state can participate in this counselling.

JoSSA and CSAB counselling process are completely different and have no relation with each other and are being conducted by two separate bodies. The Seat Acceptance Fee (Rs. 35,000 for GEN, GEN-EWS and OBC-NCL, Rs. 15,000 for SC, ST and PwD Candidates) is returned to the tally if no seat are allocated by end of six rounds or is adjusted to the fee if you accept a seat in any of the colleges.
Now as you know CSAB counselling is conducted after josaa counselling so you will have to register for it separately and follow the describe processes.

Can you please tell you are from which category. If you are a general candidate then its bit difficult to get an nit with this rank although csab counselling are very uncertain and nothing for sure can be said.

The participation Fee (Rs 46,000 for OP & OBC and Rs 21,000 for SC, ST, PwD) will be refunded after deducting the processing fee of Rs 1000, if no seat is allotted to the candidate.
Also, you have paid the seat acceptance fees in josaa counseling, then it is refundable. As per rules of josaa - if a candidate has exercised withdraw option then he/she will not be considered for subsequent rounds of seat allotment.

Dear student, As you have secured 25000 rank in obcc category in jee mains then your crl rank must be around near about 390000. So, with this much high obc category rank you can't get any iiits or nits or gftis in whole csab counseling not even from your home state quota. Also, there are very low chances that you can get some gftis in csab round counseling. See on such rank you have very low chances of any of the NITs or IIITS but you have good chances of getting some GFTIs through CSAB counselling.
