Hello aspirant ,
With your above scored rank in sc category , you might get any branch in any colleges in csab special round councelling but you chances are very thin as your rank is likely to be very less . The cutoff vary from every year .
Analysing this year cutoff trends , you can not get any of the top NITs , GFTIs as your rank is low . However , you can get some low NITs , IIITs , or GFTIs like Srinagar, nagaland etc .
According to your rank , You can get some gftis in csab special round counseling, like mizoram university ( civil engineering) or school of engineering tezpur university ( electrical engineering) or sant longwal institute of engineering and technology ( food technology, mechanical engineering ), etc.
For more information , you can check the below article :

Also , you can check the college predictor tool to know your admission probability in other colleges according to your rank :

Csab refund policy :
If you do not get a seat in the counseling rounds, you will be deducted Rs. 2000 from your paid fees and get the remaining full fees.
Hi,
In CSAB Special Rounds the vacant home state seats are converted into all india quota seats, i.e the seats become open to all. Here, in CSAB rounds the CRL Rank is considered rathar than that of Category Rank.
However, the reservation seats are to be filled up by the reserved candidates and not by General/UR. The Rank may go very below for SC/ST/OBC candidates than that of UR candidates.

Good luck.
Dear candidate,
Yes we can say that the cutoff will increase this year in csab as comparing to the year 2020. We can simply say this because seats in the nits and gftis have been increased and also more no. of seats are empty.
Dear aspirant,
As per your rank which 3.1L in JEE mains and considering you are from ews category and you are aiming for nits/IITs cse branch so let me tell you it's quite difficult to get cse in any college.
I would recommend you to go for gftis like kongri Vishwavidyalaya, Assam University, guru ghasidas bilaspur. Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
For more information you can check out the link given below-
It does not matter whether you upload your caste certificate of state or center but it needs to be valid and authorized by a District level officer. So your certificate is valid for JEE.
