The basic theories are the same but the later courses are a bit specialized. SO you can go for it. There will be no that much of constraint in learning CSE.

I would recommend you to study the syllabus of all the courses and get the basic things searched. Understand what each of the course aims you to learn and then choose the best out of it. You will see that they have a lot of things in common.

It depends on your interest, as if you have interest in electronics, semi conductors etc and you are good in mathematics/Physics then you must choose ECE. But if you have interest in softwares, applications, programming languages etc then you must choose CSE. But as per the scope of these two branches, they are almost equal as demand for these both branches is increasing day by day. Also, if you have been allotted ECE seat and you have no option of upgradation then go for it. There are chances in the colleges that you can shift your branch by performing good in academics in first year (it happens in most of the colleges, check for yours).

Adikavi Nannaya University is a decent college for B.Tech CSE. The college provides good facilities like lab, wifi, canteen etc. College infrastructure is okay . The faculty is very good , well qualified and approachable. Regarding the placements ,6.5 Lacs per annum was offered as he highest package  and the lowest was 3.5 lakh per annum, so on an average 4.25 Lacs per annum is offered during placements .  Amazon, google, Microsoft, Hcl, Lenovo, Samsung, etc. are some good companies that visit the campus and almost 80% students are placed. But compared to this college JNTU ,Kakinada is better according to general reviews for B.Tech. And especially for computer science , they offer good placements. All top IT companies visit the campus and TCS is the main recruiter.About 98% of the students got placed and the highest salary package offered is 7.5-10 LPA and the lowest salary package offered is 3 LPA, the average salary package offered was about 5 LPA. Infrastructure is fine and facilities are good. And regarding the faculty, they are qualified and helpful.Moreover to make the best out of a course and its placements depends on your abilities,knowledge and skills. And most importantly ,computer science engineering is a highly demanded course and there will always be plenty opportunities in the field as far as you are good enough. So , I suggest you to research well about both colleges and decide based on your preferences and expectation.
