Doing bachelor of science or bachelor of Technology course in data science or information technology from top Degree College is a far  better option then doing these courses from ordinary college. The main reasons are that the top college will surely arrange placement programs for the students plus it will also provide pre placement training to the students. The top colleges also provide the opportunities of internships with stipends.

The eligibility criteria for RBI grade B (DSIM) post is

Master's Degree in Statistics/ Mathematical Statistics/ Mathematical Economics/ Econometrics/ Statistics & Informatics from IIT-Kharagpur/ Applied Statistics & Informatics from IIT-Bombay with a minimum of 55% marks or equivalent grade in aggregate of all semesters/years;

OR

Master's Degree in Mathematics with a minimum of 55% marks or an equivalent grade in aggregate of all semesters/years and a one-year post-graduate diploma in Statistics or related subjects from an Institute of repute;

OR

M. Stat. Degree of Indian Statistical Institute with a minimum of 55% marks in aggregate of all semesters/years;

OR

Post Graduate Diploma in Business Analytics (PGDBA) jointly offered by ISI Kolkata, IIT Kharagpur, and IIM Calcutta with a minimum of 55% marks or equivalent grade in aggregate of all semesters/years.

Now looking at this you belong to  the second category with a post graduate in maths you need an additional one year post graduate diploma in statistics or related field from a reputable institute. Note reputable because other requirements have IITs and IIMs in it!

The 2 things mentioned are very different. Since both have their pros and cons, it is very difficult to state the answer to your question as such. However, what I can do is give you some insights regarding both.

In terms of employment perspective, B.Tech is always preferred over BCA by almost every recruiters. Therefore it is always better to pursue a B.Tech than BCA.

However, when it comes to Data Science, from employment perspective it becomes very useful with the world needing more data scientists now than ever. Therefore any course in data science is always preferred.

But again, your skills do matter a lot. That is to say, data science being so popular, institutes nowadays provide every kind of courses starting from 6 week long certification courses to BCA (Data Science), B.Tech (Data Science), M.Tech (Data Science) to even PhD. Therefore, before taking up a data science course it is mandatory that you check up with the college regarding curriculum, feedback by seniors and placement records. If all meets your expectations then you can go for it.

PS: B.Tech in ECE makes you eligible for many lucrative government jobs like EIS and others. So, in a nutshell, each has its own perks and de-merits.

As you have done your diploma then you can take admission in BTech with any of the branch. There's lateral entry for taking admission after diploma. As you want to further proceed with BTech in AI and DS but your parents prefer cse then all i can say you that BTech in AI and DS is itself the specialisation of CSE and it's a great future further.
