Hello candidate.Both computer science engineering (CSE) and Electronics and Communication Engineering (ECE) are better in their own way. It purely depends on your interest to choose which branch is better.If you are interested in programming then go with CSE and if you are interested in both Electronics and Communication then go woth ECE.It depends on you interest to choose which one is better.
With a rank of 13929 sorry but you would not get an ece seat in DSCE (2nd shift) as the cutoff rank for general category in year 2018 was 6273. If you belong to any other category then yes you have a chance(probably in 2nd or 3rd round to get into DSCE for obc reservation) and if you belong to sc/st then you have clear chance of getting ece in DSCE. Dayanand sagar college of engineering offers you streams or say it only engineering branches. That is mechanical,civil, electronics and communication, electrical, biotechnology , information science, environmental or polymer engineering . Whereas dayanand sagar university comprises of all these courses including Bsc,BBA, Bcom, master degree courses , BA , Btech (engineering) and Bcom. Universities means an institution which offers two or more number of courses belonging to different streams such as arts commerce and science.
If by "the main branch" you mean CSE then I would like to get to your notice that Computer Science and Engineering in Dayanand Sagar college of engineering is a tough call for you but you can try your hand at electronics and communication engineering as you will be on the borderline of the cutoff.

You can change your branch only if you satisfy the college CGPA cutoff for the first year then only in 2nd year you can change your branch. By paying some money won't make your work. This is not the way of doing work. The college has some rules and the way of giving money is illegal. Better not think of it in future. Try to do things by your work and qualifications. Money is not the way.

RNS Institute of Technology is under VTU while Dayananda Sagar College of Engineering recently went autonomous. With both colleges at par with respect to placements I would suggest you choose DSCE, since it has ample number of opportunities and also is an old familiar famous institution. SJBIT lacks both of these when it comes to placement opportunities. Although the infrastructure is beautiful in all the three. RNSIT is known for its notes and faculty while DSCE for its culturals and campus.
Although in terms of affordability DSCE is quite costly in terms of hostel, fests, etc unlike RNSIT & SJBIT. I suggest you look for other factors like branches available, proximity to main city, attendance issues, campus fests, etc., because it is not only your education in terms of academics but also 4 precious years of your life, don’t miss out on these. In the end no matter where you study from, the placements are all the same until and unless you go out of your way to take up new courses, which will ensure you get into good companies.
And if you consider these factors RNSIT & DSCE will be better choices. ALthough read campus reviews beforehand.
