You need to register by visiting their official website mcc.nic.in and pay fees online through debit card or credit card or Net Banking.
If you are unable to pay through online then try with another bank or try for Credit card as limit will be more when compared to Debit card.

As you mentioned about the University kindly mention in the comment box the name of the university so that I would be able to guide you in a more accurate manner.
But as per rules , if your classes are going offline with full fledged strength then only don't think your fees would be decreased.
But as many colleges are still online it is quite possible that your fees may be reduced due to the online classes as their should not be any hostel fees and mess fees.
On the other hand these things totally depends on the college administration on what they are willing to do.

The meeting was organized between private institutions and NMC on the latest order of NMC that states that" for 50% of the total sanctioned strength in private medical colleges as well as in deemed universities, the fee should be as same as the fee in the government medical colleges of that particular state and Union Territory ." This took place on February 11th 2022 in Bengaluru, and as per some media reports private medical colleges and deemed universities are upset with the decision so the discussions are being carried out on the required levels till now nothing has been implemented for this counselling session.
If any changes would be made to it then it would be informed by MCC or by the respective college. At this point of time the counselling process is same for all seats of deemed universities and government seats of private medical colleges.

MCC has not started the registration for second round yet. The registration process for the second round will commence from fr om February 16 and would continue to take responses till 21 February. All the process will be done on the official website mcc.nic.in. S tudents are required to login using their credentials and fill their choices in order of preference. The results for the same is expected to be released by the end of February.

With reference to your above mentioned query, i would like to tell you that there are lot of Deemed universities or colleges for MS Opthalmology for NRI quota candidates having NRI quota seats. Some of them are listed down below :

But the counselling process is still same and till now no any new notification has been released by the competent authorities and if any changes would be made to it then it would be informed by MCC or by the respective college. At this point of time the counselling process is same for all seats of deemed universities and government seats of private medical colleges.

the new rule by NMC regarding fees of private medical colleges state that
It has been decided that 50% of all private colleges seats of Medical colleges will have government Quota and thus government college fees will be charged
most likely this rule will be implemented for students appearing in NEET 2022.

See for government seats of private colleges you must have domicile of that state where the institutions is located other wise you would not be eligible for government seats of those private colleges now for Deemed universities there is no any kind of government or management quota seat neither there is any kind of reservation so if you are seeking admission in deemed universities then you have to appear for NEET UG AIQ counselling conducted by MCC and for government seats of private college you can apply for the state quota counselling of your respective state.
If you are concerned for counselling of this session then it is under process and within few days registration for round 2nd of NEET UG AIQ counselling will begin then you can apply for deemed university counselling through it and if you are already registered for counselling then there is no need to register again.
