This year it is expected to secure 40 - 45 percentile for general category ,for getting the chance of admission. The previous year's cut-off marks was 146-113 .

The chances will be pretty high with this rank 42000. But you are general category and outside Delhi region then you cant get these colleges. U can get only if you are having home state Delhi or reserved birth category(obc/sc/st).

Hope you are doing great there. Yes you can definitely apply to maharshtra counseling . It's just that you will not get access to benefits of home state quota there . And regarding the docemts...when you will fill the counselling form , you will get to know about all the documents that you have to submit .

As you have mentioned that you have secured 42k rank in JEE mains and taking into consideration that you belong general category and you are aiming for dtu and nsit so let me tell you that the cut offs are way higher for outside Delhi candidates.
Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Yes definitely you can do both together. And also you can withdraw your seat anytime if you think you are getting a better college, but if you have paid the fees then you might have to follow through some procedure to get your refund but yes the refund would not be 100% .

As per your question, I’ve searched through the google maps and it says that the distance between the palwal city and the maharaja agrasen college of Delhi university is 58 kilometer.
& it takes around 1hour and 42 minutes ( approximately 2 hours including traffic sometimes )
