As per the consideration of Location, Ramlal Anand College is overall good, it is located near College, Benito Juarez Road, New Delhi-110021, and if you search, it wouldn't be difficult to find a Girl's PG nearby.
Dyal Singh College is located near Lodhi Road, Pragati Vihar, New Delhi. As per the college comparison this one is better and you can find out the nearest girls PG as well.

If you are going to take admission in Delhi the definitely you can take but you will be counted as a outside student. for Delfi home state you need the caste certificate of Delhi and also domicile certificate of Delhi then you will be eligible for OBC reservation.
As you don't have any of the Delhi so you will not come under the state quota.

Hope you are doing great there . I would suggest you to kindly give an application to the school again to reissue the transfer certificate with correct caste . And then submit the correct transfer certificate as soon as possible . Since in verification it might cause a problem .

Yes you are eligible for getting admission in Christian medical College. Admission is based on neet scores. As you are a domicile of Delhi you will not get the state quota seats. You can avail scholarship and councilling to the college through a exam named AIPMST.
