There are certain criteria which affects the cut off percentage. Last year cut off, number of applicants, percentage attained by students are some of the criterion in determining the cut off. This year, specifically, cut offs are expected to be really high as many students have scored more than 95 percentage. As for ba programme, there are chances you could get in later cut offs and you much likely wouldn't be able to get in North campus. It's going to be difficult to get in easily but hope for the best. Yes you need to have Delhi domicile, which is basically documents proving you have completed your 11th and 12th from a school situated in Delhi. Otherwise you will have to apply via the All India Quota.

The same applies for all the other medical colleges in Delhi as well.
