So as your home state is in Delhi you can go for DTU as it's better than any other colleges in Delhi and also for your convenience. Else NIT Rourkela anytime.

Unfortunately on such OBC rank you cannot get any of the IIITs/GFTIs with any of the branches because closing OBC ranks of last year were like :-
