At first congratulations on your wonderful performance in AEEE. You have got a very descent score in the entrance test and can expect a rank between 2-3k if we go along with the previous trends of Marks vs Rank. Your chances though look slim as the course you have mentioned is the most common choice of candidates and has limited intakes. Generally the closing ranks are close to 1.5-2k for the CSE program under general quota.Furthermore a major portion of it is reserved for management and state quota students. You have better chances at Amritapuri campus and it is almost certain that you will be able to find a seat there.

IIT Delhi is amongst the top engineering college of the country the one of the best IITs, hence to get in there you must score a decent score .

Since you want to just get a seat at the IIT delhi considering for btech 4 years course. You must score a rank under AIR 1500 if you Belong to St category this air would definitely get you a seat. Nothing can be exactly predicted about the St category rank as it depends upon the other St candidates score . But anything around 1.5k air would help you get a seat in IIT delhi for any course . You may have to go till the last rounds of counselling though.

Candidates who were regular CBSE students earlier and have failed to qualify in either first or second attempt or just want to re-appear for the boards to improve their scores are called CBSE private candidates.

Coming to your next question, if a candidate has been a regular candidate throughout, he / she may apply as a private candidate although it is not advisable.
