well according to my opinion if you are a Maharashtra domiciled candidate it is obligatory to have a decent MHACET score to settle your admission.

For Maharashtra candidates, students have to qualify the MH-CET exam. For Outside Maharashtra Candidates (OMS), students can apply through CAT/MAT/ATMA/XAT/MH-CET.
but it has been very much clearly mentioned in the website of pumba so I think you will have to clear state common entrance examination of Maharashtra first

The selection procedure of MAT 2018 consist of Group Discussion (GD), Personal Interview (PI) and or Written Ability Test (WAT) rounds. The selection process starts after the result of MAT 2018 is announced. Right after the test, candidates are first shortlisted on the basis of their MAT result or cutoff. The shortlisted students are called by the institutes in which they have applied for admission.
